Book excerpt: The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Book excerpt: Three options for the sampling design of the field plot clusters of NAFORMA II biophysical survey are compared in this report. Option 1 consists of re-measuring all NAFORMA I field sample plots (3 205 clusters) and Option 2 of re-measuring only those that were established as permanent (848 clusters). The recommended Option 3 is a compromise between these two “extreme” options: Re-measure a subset (1 405 clusters) of NAFORMA I field sample plots including (almost) all permanent clusters and a carefully selected set of other NAFORMA I field plot clusters to obtain a uniform sample within each TFS zone. Design Option 3 has the following features: •Sampling intensity is uniform within each TFS zone. This makes it simple to use the data. For example, mean volumes can be estimated by averages over the plots. •The selected clusters are well-spread over the target population. •The anticipated precision of land-class area and mean wood volume relative to sample size is nearly as good as that of NAFORMA I. •All proposed clusters were measured in NAFORMA I, which enables precise estimation of change based on repeated measurements. The costs and precision were anticipated by utilizing NAFORMA I field data, information about subsequent improvements in the road network, and changes in land-use using satellite imaging derived land-class maps.

Book excerpt: This guide walks practitioners through seven questions to help them make decisions regarding restoration monitoring. First, practitioners are asked to determine their restoration goals, land use and barriers to sustainability. These choices are filtered by constraints and priorities, so the practitioner will develop the indicators needed to setup their monitoring framework. It provides a framework for identifying indicators. Indicators are value laden measures of development performance designed to measure and calibrate progress. Environmental indicators are used to provide synthesized knowledge on environmental issues, and to highlight the extent of environmental trends. They also help to reduce complexity, provide important links between science and policy, and help decision-makers to provide guidance on environmental governance. An indicator framework can provide a management tool to help countries develop implementation strategies and allocate resources accordingly to reach restoration goals. Tracking progress with indicators can act as a report card to measure progress towards restoration and help ensure the accountability of all stakeholders for achieving the goals. The guide uses country case studies to show how a practitioner could answer the questions, offering a menu of potential indicators for measuring progress that other monitoring practitioners might find useful. Next, it highlights the different types of data that can feed into creating an indicator framework, depending on resource constraints and information needs. Some restoration programs may require fewer, cost-effective indicators that are collected locally. Other programs, may be able to integrate small, locally collected data with big data from satellite imagery and social media.
