It discusses economic, social and demographic aspects of the position of the elites of the small towns that dotted the Nile. The work combines analysis of Greek papyri with modelling techniques used in ancient history. The first part of the book analyses patterns of urbanisation, property relations and their consequences for elite formation. The second part discusses demographic aspects, patterns of inheritance and their consequences for continuity and discontinuity. The central argument of the book is that a strong social and economic hierarchy occurred side by side with a dynamic pattern of elite renewal.

Applying an institutionalist framework and based on extensive empirical data, it focuses on resource allocation by private individuals in manufacturing activities. As such, market-oriented policy adopted in this period is analysed to highlight its suitability in such a context for achieving relatively better and more productive resource allocation. The book underscores ‘socially contingent knowledge’ and its role in private resource allocation where the private sector’s involvement is fledgling, bringing out the limitations and possibilities that this feature entails. It raises important questions and deals with problems that are relevant to contemporary debates in economics and political economy of development.

What role did law play in people's lives? And what did they expect their government to do for them when they felt harmed and helpless? If ancient historians have frequently written about nonelite people as if they were undifferentiated and interchangeable, Ari Z. Bryen counters by drawing on one of our few sources of personal narratives from the Roman world: over a hundred papyrus petitions, submitted to local and imperial officials, in which individuals from the Egyptian countryside sought redress for acts of violence committed against them. By assembling these long-neglected materials (also translated as an appendix to the book) and putting them in conversation with contemporary perspectives from legal anthropology and social theory, Bryen shows how legal stories were used to work out relations of deference within local communities. Rather than a simple force of imperial power, an open legal system allowed petitioners to define their relationships with their local adversaries while contributing to the body of rules and expectations by which they would live in the future. In so doing, these Egyptian petitioners contributed to the creation of Roman imperial order more generally.

Drawing on the rich epigraphic evidence left behind by municipal freedmen and freedwomen, who had been owned and manumitted by the communities of Roman Italy, it pushes back against ameliorating views of slavery as a temporary condition and positive notions of a prosperous and consciously proud Roman freedman class. Manumission was a far more complex process, and it did not always put former slaves and their descendants on the straight and narrow path of upward mobility.
