Book excerpt: Autonomy provides a framework that allows for regions within countries to exercise self-government beyond the extent available to other sub-state units. This book presents detailed case studies of thirteen such autonomies from around the world, in which noted experts on each outline the constitutional, legal and institutional frameworks as well as how these arrangements have worked in practice to protect minority rights and prevent secession of the territories in question. The volume's editors draw on the case studies to provide a comparative analysis of how autonomy works and the political and institutional conditions under which it is likely to become a workable arrangement for management of the differences that brought it into being.

Book excerpt: Civilization and Self-Government is the first systematic attempt to explicitly articulate the key elements of Carlo Cattaneo's pioneering attempt to advance freedom and self-government in nineteenth-century Europe. His public science combined two elements that constitute the two parts of this book: the study of incivilimento, and the art and science of self-governance. Cattaneo argued that people have to learn the arts of incivilimento before they can practice self-governance. Though a distinguishing feature of Italian political thought has been to stress the multiform nature of political rule, it was Cattaneo who first showed that it was possible, through a federal commercial republic, to harmonize and foster liberty, equality, and heterogeneity. Characteristically, he envisioned a federal commercial republic for Europe as well. Cattaneo's ideas recast, enrich, and broaden knowledge of the history of European thought beyond that generally available in English and French.This book reveals a strong affinity between Cattaneo's and Tocqueville's spirit and vision.

It is widely understood that, in 1973, the Whitlam Government initiated a new policy era: ‘self-determination’. Yet, the defining features of this era, as well as how, why and when it ended, are far from clear. In this collection we ask: how shall we write the history of self-determination? How should we bring together, in the one narrative, innovations in public policy and Aboriginal and Torres Strait Islander initiatives? How (dis)continuous has ‘self-determination’ been with ‘assimilation’ or with what came after? Among the contributions to this book there are different views about whether Australia is still practising ‘self-determination’ and even whether it ever did or could. This book covers domains of government policy and Indigenous agency including local government, education, land rights, the outstation movement, international law, foreign policy, capital programs, health, public administration, mission policies and the policing of identity. Each of the contributors is a specialist in his/her topic. Few of the contributors would call themselves ‘historians’, but each has met the challenge to consider Australia’s recent past as an era animated by ideas and practices of Indigenous self-determination.
