Book excerpt: This book examines the public health responses to the COVID-19 pandemic in the Asia-Oceania region and their implications for democratic backsliding in the period January 2020 to mid-2021. The contributions discuss three key questions: How did political institutions in Asia-Oceania create incentives for effective public health responses to the COVID-19 outbreak? How did state capacities enhance governments’ ability to implement public health responses? How have governance responses affected the democratic quality of political institutions and processes? Together, the analyses reveal the extent to which institutions prompted an effective public health response and highlights that a high-capacity state was not a necessary condition for containing the spread of COVID-19 during the early phase of the pandemic. By combining quantitative and qualitative analyses, the volume also shows that the effect of the COVID-19 pandemic on the quality of democratic institutions has been uneven across Asia-Oceania. Guided by a comprehensive theoretical framework, this will be an invaluable resource for scholars and students of political science, policy studies, public health and Asian studies.

The protest, known as the Umbrella Movement, called for ‘genuine democracy’, as well as a fairer social and economic system. The book aims to provide a dynamic framework to explain why socioeconomic forces converged to produce such a situation. Examining increasing inequality, rising prices and stagnating incomes, it stresses the role of economic and social factors, as opposed to the domestic political and constitutional issues often assumed to be the root cause behind the protests. It first argues that globalization and the increasing influence of China’s economy in Hong Kong has weighted on salaries. Second, it shows that the oligopolistic nature of the local economy has generated rents, which have reinforced inequality. Book excerpt: New Zealand was one of a handful of countries that held a national election in the midst of the Covid-19 pandemic. Its policy response stood out as remarkably successful. Indeed, several years on from the onset of the crisis, in 2023 New Zealand still retained a record of no excess deaths. While New Zealanders were voting on October 17, 2020, their country had only recorded 25 confirmed deaths out of a population of five million. Then, support for the government’s crisis management was at its height. Labour, the leading party in the incumbent coalition government, secured a historic election victory. Prime Minister Jacinda Ardern had taken up the metaphor of the New Zealand people as ‘a team of five million’ facing the Covid-19 threat together. This book seeks to explain the success of the government’s strategy through an analysis of the election campaign and outcome. The authors also address the limits of this approach and the extent to which some voters felt alienated rather than connected with the ‘team’. The election outcome was a big short-term swing of the electoral pendulum. It did not generate a reset of the party system. Three years on, as the 2023 election loomed into sight, the party system looked much as it did prior to the pandemic, and Labour’s success in 2020 was about to be dramatically reversed.
