Smith strays from the norm by asking instead, "How can we discover what representation is?" In pursuing the answer to this question, Smith focuses on what representation is in practice, not what it is in theory. Over the course of two legislative sessions, Smith interviewed and observed twelve state representatives in an effort to better understand and define their approaches to representation. He offers generalizations, but only after grounding his study in descriptions of representatives performing their jobs.

Book excerpt: This book confronts and discusses different conceptions of political representation with respect to their application to the system of multi-level governance in the European Union. Political representation is an essentially contested concept. Its meaning has evolved with the development of representative democracy at the level of the nation state, and normative theories of political representation often evolved as a reflection on developing practices rather than the other way around. Since the EU is not a conventional nation state, and since the effectiveness and legitimacy of classic notions of political representation at the level of the national state has also become a matter of dispute, the EU has become a playground for the development of alternative or additional conceptions of democracy. The contributions to this volume evaluate these alternative conceptions with regard to both their effectiveness and their legitimacy, and combine both conceptual and empirical analyses. This book was based on a special issue of Journal of European Public Policy.

Everything from the political environment to the level of legislative professionalism within a state influences the trends that are often attributed to term limits. To cut through these many trends and isolate the ones most likely created by term limits, this volume develops comparisons of states with term limits to similar states without term limits. The comparisons are organized by levels of legislative professionalism. The richness of the case study approach allows the contributors to Legislating Without Experience to offer valuable insights into the legislative process in each of the specific states. They also illuminate the individual idiosyncrasies that enhance or dilute the effects of term limits in a given state. Rarely does a case study book with multiple contributors offer apples-to-apples data comparisons. This project engaged nationally recognized scholars to collect and analyze comparable data in each state. The loss of major power brokers and their institutional memory makes the legislature a more chaotic place.
